1. What is e-signature?

E-signature are data created by means of a person’s owned private (secret) cryptographic key (belonging of which to the person is certified by a reliable provider’s of certification services (Latvian Post) issued qualified certificate) and attached to the electronic document („Word” or other format electronic files). By using the e-signature, the documents shall have the same legal force as the ordinary, made on paper, documents.

2. Where can one receive e-signature services?

E-signature services can be received in the Latvian Post sections (a list of post sections is available here). Legal persons, in order to receive e-signature services, should firstly apply for the Latvian Post Sales section.

3. What documents are needed to order the e-signature smart card?

To apply for the e-signature, for private persons needed is the passport (driver’s license shall not be accepted as a person’s certifying document).

4. What is the term for receipt of the e-signature smart card?

E-signature smart card is ready within 2 weeks’ time from the moment of its ordering. To receive the e-signature smart card, you to your indicated address will receive the smart card PIN code and an invitation to come to the post section to take your smart card.

5. What’s the charge for e-signature services?

EME offers several packages of services for most various needs. A selection of the package may be dependent upon the fact how often and for what purposes you are planning to use the e-signature together with the “Time stamp”. Here you can see all prices and descriptions of packages of services.

6. What e-signature service packs are available?

EME offers 3 e-signature service packs – E-MAN, E-BIZNESAM (E-BUSINESS) and E-UZŅĒMUMAM (E-ENTERPRISE).

E-MAN pack is a solution especially suitable for private persons. This pack is favorable if you plan to actively use the e-signature card for authentication purposes, but communication with state and municipal authorities, where needed is the “Time stamp”, takes place 2 times a month (“Time stamp” is affixed on not more than 2 documents a month).

E-BIZNESAM (E-BUSINESS) pack is created mainly for needs of the medium- and small size business. This solution is favorable in the event if the user on regular basis communicates with state authorities and enterprises where needed is affixation of the “Time stamp”.

E-UZŅĒMUMAM (E-ENTERPRISE) package ensures maximal communication possibilities with an unrestricted number of the “Time stamp”. It is specially created for users who not only actively communicate with state authorities, but also widely use the e-signature solution for the internal and external communication, harmonization of documents, conclusion of agreements and for other purposes.

7. Is there any commission charge for the use of the e-signature smart card?

The user of e-signature services shall pay a single charge (for two years) depending upon the chosen package of services. Additionally paid should be only for the use of additional “Time stamp services (except the package E-UZŅĒMUMAM (E-ENTERPRISE)). The “Time stamp” price is depending upon the package of services chosen. By choosing the package E-MAN or E-UZŅĒMUMAM (E-ENTERPRISE), the user of the e-signature will have to obtain also the smart card reader. Affixation of one’s own signature is free of charge. There are no other costs.

8. How will I be able to know that the e-signature has come up to the addressee?

For the electronic document having been electronically signed and sent by e-mail it is possible to ensure accounting, what’s offered by the e-mail program, likewise for any other type of the document being sent by e-mail.

9. What additional services is it possible to receive together with e-signature services?

Potentially the range of services to be offered on basis of solutions of the electronic signature and the digital certificate is very wide. At the given moment as a standard additional service offered is the “Time stamp”.

What is the “Time stamp”?

“Time stamp” is the Latvian Post certified certification on which date and time the concrete document is signed. For its attachment needed is the internet connection, for both these activities should take place in the direct link mode. “Time stamp” is to be used together with the electronic signature in order the relevant document be accepted from the legal point of view.

11. How to affix the “Time stamp”?

For affixation of the “Time stamp” we recommend to use the e-documents signing program e-Signer, available on CD disc which is given to every e-signature user together with the smart card, as well as is available in www.e-me.lv. By signing the document by means of this program, the “Time stamp” will be affixed automatically. Your computer should obligatory have the internet connection, for the program “takes the time” in the direct link mode.

12. What is authentication?

The use of USPS (the trustful certification services provider’s – VAS „Latvijas Pasts”) issued authentication certificate for the user’s identification in the electronic environment.

13. What is the digital certificate?

Electronic data issued by USPS (the trustful certification services provider – VAS „Latvijas Pasts”), ensuring secure and unequivocal person’s identification in the electronic environment and by means of which approved is belonging of the pair of cryptographic keys to a concrete person.

14. May one use one’s e-signature smart card while staying abroad?

E-signature smart card may be used also abroad.

15. What to do, if I have lost the card or it has been stolen or either if I have forgotten the PIN code?

You should hurriedly call to clients’ servicing phone 7018989. This telephone number is indicated on the other side of the electronic signature smart card. Certificates available on the card will be blocked and their activity suspended.

16. May the right of use of the e-signature smart card be passed over to others?

E-signature smart card is “fixed” to a concrete human, and this e-signature may be affixed by a concrete human only. Passing of the card over to another person and notification of the PIN code is a serious infringement.

17. What equipment is needed for the use of e-signature services?

Needed is the computer and smart card reader. For the use of the “Time stamp” necessary is the interne connection also.

18. Is the solution of the e-signature secure?

Latvian Post is a reliable provider of certification services having been accredited in State Data Inspection. We ensure a necessary environment and perform activities in order to enable users of services to create and verify state-acknowledged and secure e-signatures.

19. May under the prepared document be affixed signatures of two different persons?

Yes, affixed may be an unrestricted number of signatures.

20. May one person have two smart cards – one as a company representative – the other as a private person?

Yes, the number of certificates which may be issued to one person is not restricted.

21. If a document is prepared by different employees of the company or the manager of the company, may this document be signed on his computer (or several computers)?

Yes, signing may take place on any of computers equipped with the necessary signing software, internet connection (for the time stamp) and smart card reader.

22. If the employee terminates his work in the company, is the e-signature being closed or annulled? Is in such a case the charge for the service recalculated?

The certificate annulment rights’ delegation to an enterprise depends upon an agreement with the employee. Issues of the certificate payment in such a case are to be stipulated by concluding an agreement with the Latvian Post on acquisition of the smart card for the employee.

23. Where is it possible to see the agreement specimen between the employer and the employee on the use of the e-signature for working needs?

24. Where is it possible to buy card readers, what models are available in the Latvian market?

Crad readers may be obtained in Latvian Post postal sections, in Latvian Post services’ network (LPPT) or in computer engineering shops.

25. When is the e-Signer software to be used and when documents can be simply signed, for example, in the Word program?

The e-Signer’s software in distinction from Word allows affixing the time stamp. And moreover, e-Signer during signing verifies the status of the certificate and does not allow signing a suspended or annulled certificate.

26. If we obtain a package “E-enterprise” („E-uzņēmumam”), is therein included both the enterprise electronic signature as for a legal person and for every employee as a physical person representing the enterprise?

Electronic signature is assigned to a concrete physical person taking a definite position in the organization, wherein he has definite signature rights. Signature cannot be issued to an organization only, for documents will be always signed by a concrete physical person. The signer cannot demand to include into the certificate any information on the organization represented by him.

27. Is the document legal also then, if the one party has signed it electronically, but the other one – by hand?

29. How a disabled person can more conveniently order and receive the e-signature certificate?

By ordering the mobile registrar, who accepts the application just on the spot. This service is available for an additional charge. But, nevertheless, the card with the e-signature certificates should be taken out in the postal section.

30. How can the old e-Signer version (1.0) be deleted in order to install the new one (1.0.1)?

Start / Settings / Control Panel / Add or Remove Programs.

From the list by ‘Remove’ option deleted should be ‘POSTCSP eDoc Authoring’.

31. In which operation systems does the e-signature card reader operate?

It is tested on Microsoft operation system, but works also on Linux.
